Jarvan IV
Despite having a low cost of 1 gold, Jarvan IV has the lowest rate of reaching 3 stars in Teamfight Tactics (except for 4 and 5 gold champions). The most obvious reason for this is that compositions using Jarvan IV do not play in a hyper-roll manner to push cheap units to 3 stars. For example, the Recon – Recycling or Recon – Technology compositions focus on a strategy of saving gold and rolling at level 8, so a 1 gold unit like Jarvan IV almost never reaches 3 stars.

Furthermore, even when used in a hyper-roll setup, pushing Jarvan IV to 3 stars is quite pointless as it only increases the attack speed of surrounding allies by 20%. Essentially, leveling a unit to 3 stars like this costs a lot of gold, making it a “waste of money” to invest in a support unit like Jarvan IV. Of course, if you get lucky and Jarvan IV continuously appears to reach 3 stars, that’s a different story, but the advice is not to actively roll for this champion in the current meta.
Illaoi
When mentioning this name, many will immediately think of one of the worst champions in season 6, with weak power and weak tankiness. As a Brawler champion, her regular attack animation is quite cumbersome, and Illaoi is not suitable for holding damage items, resulting in very low damage output. In fact, if not playing a Brawler team, many players are willing to sell Illaoi immediately upon acquiring the duo of Rek’Sai and Sejuani.

In terms of survivability, Illaoi’s staying power is extremely low, especially in the mid and late game. The unit’s healing is theoretically high at 3 stars, but in practice, it’s easily countered by items that provide Grievous Wounds. As a result, Illaoi becomes a champion that is weak in both damage and tankiness, and clearly, no one would be foolish enough to roll this character to 3 stars just to “throw gold out the window.”
Kassadin
Essentially, Kassadin is not a bad unit; in fact, when positioned correctly, he can hard counter important enemy units. However, the energy gain effect from his ability is the biggest reason preventing players from rolling Kassadin to 3 stars. Regardless of the level, Kassadin’s skill increases the mana cost of the opponent’s ability by 50%. Therefore, players rarely invest gold into a 3-star Kassadin, as even leveling him up does not strengthen that effect.

Moreover, the reroll timing of the Mutation composition does not allow Kassadin to reach 3 stars, as players need to focus gold on upgrading Cho’Gath or Malzahar. Clearly, at level 7, the chance of rolling a 1 gold champion is extremely low, making it hard for Kassadin to reach 3 stars. For this reason, Kassadin has less than a 7% chance of being upgraded to 3 stars.
