Gemstone is also a good option if you have Lucian at 3 stars and many skill damage items. Another excellent choice is the Duality with the Idol. The advice is that you should not take the core that supports the Marksman system, as it increases power on attacks while Lucian and Gangplank rely on casting spells.
In terms of “signature” items, Infinity Edge, Bloodthirster, and Blue Bow are the best items for Gangplank.
