In recent updates, Riot Games has indirectly or directly made the bot lane significantly less impactful in League of Legends. To “restore balance” to this area, Riot has recently announced numerous adjustments aimed at bringing back the original status of marksmen:
Some changes targeting the bot lane in the 10.11 update:

– The base health of bot lane marksmen has increased by 30.
– Health gained per level has increased by 2.
– The bonus movement speed of Blade of the Ruined King, Galeforce, Rapid Firecannon, and Statikk Shiv has all increased from 5% to 7%. Specifically, the bonus movement speed of Runaan’s Hurricane has increased from 7% to 9%.
With these fundamental changes, Riot Games hopes that marksmen can “hit and run” better, enhancing their survivability in team fights.
Additionally, to prevent players from having to adapt to too many changes in one update, Riot Games has also announced major changes in patch 10.12 as follows:
Changes to the Fire Dragon effect map:

– Destroying more walls, creating new pathways on the map.
– Adding Explosive Seeds into the jungle and grassy areas (top lane and bot lane).
Changes to the Wind Dragon effect map:

– Adding Bright Bloom into the jungle.
– The acceleration zone is now more effective for champions out of combat.
Changes to the Keystone Runes:

– Guardian: Increased range of use to better protect teammates, while slightly increasing activation damage so it won’t be wasted by small damage from enemies.
– Predator: Reduced cast time, cooldown, and bonus damage. The aim is for more jungle champions to use it, potentially for top lane fighters and support champions as well.
Changes to the secondary rune tree:

– Tenacity: Increased effect resistance by 10% when health is below 30%.
– Approach Velocity: Removed the speed boost when approaching allies affected by hard crowd control. The new effect will be a speed boost when approaching enemies affected by hard crowd control, doubling the speed if the control is applied by the user.

Changes to the Summoner Spell Ghost: Riot Games is trying to bring Ghost back into the meta with the intention of removing the acceleration phase, allowing players to achieve maximum movement speed immediately when using this spell.
