The meta has changed significantly since the beginning of Season 11 and is not fixed to any specific group of champions. Fearsome champions like Lee Sin and Nocturne have also moved to solo lanes to duel with other champions. Therefore, the jungle position has become a major creative point for League of Legends players.
Recently, Riot Maxw3ll, a game designer at Riot Games and designer of Lillia, revealed specific details about the recent changes that have been pushed to the PBE. All of Lillia’s skills will be adjusted to fit the current meta, along with a series of small buffs to help her regain her position in the jungle.

Specifically, her passive – Dreamshatter: now increases damage based on maximum health and restores a portion of health based on level and bonus AP. This will help the deer in the jungle as well as allow for more comfortable trading with the additional health.
In compensation, her Q ability has been weakened in terms of movement speed, the energy cost has been increased, the stack has been reduced from 5 to 4, and the mana cost has increased to 65. The primary damage source for her has been significantly reduced in the early game, but will increase dramatically in the late game.
Slam this – W will have its adaptive spell power increased to 35%. Now every hit will feel impactful.
Her E ability has also been slightly nerfed with an increased cooldown and the movement speed reduction for affected enemies is now 40% at all levels. The damage has been adjusted to scale with levels as compensation for the two previous changes.

Finally, her signature ultimate ability, whenever it puts enemies to sleep, they will now receive an additional 40% magic damage instead of the previous 30%. In exchange, the movement speed and sleep duration have been reduced, but this can be overlooked when the enemy is taken out before they even wake up.
These changes for Lillia are currently on the PBE and according to Riot Maxw3ll, will be updated with patch 11.14, which is expected to be released on July 8.
