Regarding the incident of many people gathering in a room to compete in a gaming tournament despite Directive 15 from the Prime Minister, Mr. Nguyễn Hoà, Vice Chairman of the People’s Committee of Ngu Hanh Son District (Da Nang), stated that the district has issued a decision to impose an administrative violation fine on the entertainment service complex, Cocobay Da Nang, owned by Empire Group (headquartered in Hanoi).
Accordingly, the company was fined for violating the decision to impose measures to limit large gatherings. It failed to implement Directive 15 from the Prime Minister regarding stringent measures to combat the COVID-19 pandemic and related directives from the Da Nang City People’s Committee and Ngu Hanh Son District People’s Committee regarding pandemic prevention.
The fine imposed by the People’s Committee of Ngu Hanh Son District on Cocobay is 15 million VND.
Previously, on March 28, the authorities of Ngu Hanh Son District (Da Nang) received reports of nearly 100 people gathering to participate in a gaming tournament at Cocobay Da Nang during the COVID-19 pandemic, prompting an inspection. At the scene, in a room of about 300 square meters, there were 117 people gathered, including 96 gamers.
The Ngu Hanh Son District authorities quickly documented the incident and immediately suspended the gaming tournament. Accordingly, Cocobay Da Nang was documented for the act of “failing to implement the decision to impose measures to limit large gatherings.”
The Ngu Hanh Son District authorities also temporarily sealed off the room used for the gaming event.
Additionally, the police are investigating whether this tournament had the necessary permits.
It is known that this was the PUBG Mobile Pro League 2020 Spring Split – VN, featuring 96 gamers, and is part of the global tournament system established by Tencent in 2020, aimed at professional PUBG Mobile teams.

The Da Nang authorities have identified the gaming tournament as a promotional event organized by VNG Corporation (Vinagame) located in Tan Thuan Dong Ward (District 7, Ho Chi Minh City). This company, through an event organizing unit, held the tournament at Cocobay Da Nang from March 10 to April 6.
