As we know, Riot Games aims to release 4-5 new champions each year in League of Legends (LoL). This is a much faster pace of new champion releases compared to other games. As a result, they must continuously upgrade previously released champions to better fit the game. The next champion that Riot is highly likely to upgrade is Rell.

The reason is that just a few hours ago, a post revealing the rework of Rell was published on Reddit and was quickly taken down. However, gamers quickly saved the new skills of Rell and considered this rework to be extremely anticipated.
First, Rell’s passive will help this champion steal 5% armor and magic resistance from opponents. This passive will also allow Rell to deal additional magic damage based on the amount of armor and magic resistance stolen.

Rell’s new E ability will be called Terrifying Pull and will continuously pull all enemies within range for 3 seconds. If enemies remain in the range of Terrifying Pull, they will be stunned for 1 second and receive a small amount of damage.

Rell’s new ultimate will have a very short cooldown (8 seconds) and will allow this character to switch between mounted and dismounted states. While mounted, Rell will gain additional movement speed (this number increases when near allied champions). The ability activated while mounted will have Rell leap forward, knock up enemies, and gain a shield.
In the dismounted state, Rell will experience reduced movement speed, but will gain additional armor and magic resistance. The ability activated in the dismounted state will knock enemies over and deal a small amount of damage before returning to the mounted state.

This revealed skill set of Rell is rated as relatively strong by the community. The reason is that Rell will have tools to initiate direct fights early on with the E skill – Terrifying Pull. Rell’s new ultimate will provide this champion with additional crowd control in fights.
As of now, Riot Games has not announced the official release date for this rework. Perhaps upgrading Rell is part of Riot’s Pre-Season 2023 plans, so they are not in a hurry to announce official information. Hopefully, this rework will make Rell more interesting and appealing to players compared to the current version.
