Draven
Draven isn’t exactly abandoned too much, but he is only useful when a player is using the Wraith or Legion team composition. The problem is that leveling Draven to 2 stars isn’t easy as he is a 4-cost champion, not to mention that when playing Wraith, most people will choose Vayne as the main damage dealer since this champion’s ability deals true damage. Meanwhile, Draven in the Legion composition is not as hot a pick as Irelia or Kayle.
However, Draven remains a strong champion if equipped properly. Additionally, in the upcoming patch 11.18, many players believe that as Riot realizes this champion is being neglected too much, Draven will have a chance to make a comeback. Currently, Draven has a play rate of 13%.

Nocturne
It cannot be said that Nocturne is no longer hot at present. This champion is still very suitable to be the sole carry in the Assassin team composition with the signature 3-item build: Blue Bow – Infinity Edge – Recurve Bow. However, Nocturne only fits correctly with the Assassin composition combined with Pyke, Diana, and Kha’Zix/Viego. Moreover, Nocturne is only truly powerful when surrounded by 4 Assassins, with a shield line-up including the Dark Spirits group with Ivern, Fiddlesticks, and Volibear.
Due to being constrained by the item build, being a 3-cost champion (not easy to reach 3 stars), and only suitable when names like Diana, Volibear, Ivern… (all 4-cost or higher) appear, Nocturne is not used too widely. Furthermore, the Assassin composition has a lot of damage but is generally quite fragile and easily countered, so although it was once a hot name, Nocturne is now not used much anymore with an appearance rate of 8%.

Heimerdinger
As a 5-cost champion with a wide-area multi-target skillset, Heimerdinger has clearly declined in the list of names that were once very hot but are now neglected. The simple reason is that activating the 5 Dragon Clan is now possible with Galio at 4-cost, and not to mention that upgrading Heimerdinger is quite difficult while other 5-cost champions like Kayle, Garen, Gwen, Akshan, or even Volibear and Viego can easily counter Heimerdinger.
Once a key piece to activate the highest threshold of the Dragon Clan, Heimerdinger no longer holds the same position as before and is even slowly fading into oblivion in the final days of Season 5.5. Slightly better than Nocturne, Heimerdinger currently has an appearance rate of 9.7% as of the current version.
