The character is simply introduced in League of Legends with the title of Piltover Enforcer without a satisfactory explanation. This is indeed a significant plot hole that Arcane season 2 needs to address.

Not long ago, the leaders of Riot Games asserted that the events in Arcane are set within the main universe of League of Legends. It’s very likely that Riot will use this series to explain why Vi, who strongly despises the Enforcers, joins their ranks. If Riot executes this well, they will surely convince even the most critical viewers who have criticized this detail.
